Debian has [http://www.debian.org/doc/manuals/ manuals] for every process it does well. But for the things it does poorly, like getting releases out, there isn't even a basic howto. Are the developers relying entirely on past experience? As with the other manuals, the Release Manual would be improved over time which would help to release earlier, better and simpler. It would also allow everyone know what stage a release is at and what their responsibilities are.
