Testing-proposed-updates is an apt repository that contains the files that are being prepared for the next Debian/Stable point release during a freeze of the DebianTesting distribution. It is used only in special circumstances where an upload to DebianUnstable is not sufficient to fix a problem in testing during a freeze.
