Why

Debian does not have any automatic selection of mirrors.

A user selects a mirror in installation based on their physical location. This works usually. If the user travels this mirror may be far away (and speed of light still matters). More interruptive a disabled mirrors, which happens sometimes.

Organizations may want to minimize traffic to the mirrors. So they may want to use a local mirror or dedicated proxy.
