Debdelta Integration

Summary: Integrate debdelta natively into the apt downloader/installer

Description: Using the debdelta system to provide patc/delta downloading for apt. This requires extending apt/debdelta to proivde a indexfile with the available patches, making apt read that, queue download for the deltas and reassemble the debs/install them after the download (with progress reporting to the client). The advantage of integrating this into apt itself is that all client (synpatic, aptitude, python-apt) benefit and can provide a consistent GUI.
