Don't temporary embargoes of serious security problems count as "hiding a problem"?

Debian has a longstanding practice of sharing information about serious security bugs with only the security team. This is so that security team members can co-ordinate the release of both information and fixed packages with other vendors. See Dev. Ref. ยง 5.8.5, "Handling Security Bugs".

There have been at least two discussions as to whether this counts as hiding a problem (on debian-vote; 129604). The consensus within the project is that no update to the text of the Social Contract is required.
