[[https://lists.gnu.org/archive/html/groff/2014-08/msg00112.html|Discussions with upstream]] Most of the problems should be fixed as of groff 1.22.3-3, but some output devices (notably HTML) produce different output depending on the locale's character encoding, and this is difficult to fix. Colin recommends running groff in LC_ALL=C.UTF-8 TZ=UTC at least for the moment.
