It is not packaged yet (see http://packages.debian.org to check)
No RFP or ITP has already been sent for this package (use wnpp.debian.net service, or search in the wnpp pseudo-package at the BTS)
It is eligible for inclusion into Debian (for example, it is DFSG-free). Also, check the available list at http://www.debian.org/devel/wnpp/unable-to-package
New entries can be submitted via email or with reportbug, as described at http://www.debian.org/devel/wnpp
