If you want to request a new archive section:

 1. Ask the ftp-masters if they'd be willing to add it
 2. Submit patches to each of the following tools such that they can handle the new section.
 3. Wait for all those patches to be merged.
 4. Submit a bug against `ftp.debian.org` requesting the new section.

Hardcoding:

Some of the required work to add new sections support to the various tools and services could be avoided if the archive provided metadata about the supported sections, their descriptions and translations. See DebianBug:761348.
