If you want to request a new archive section:

  1. Ask the ftp-masters if they'd be willing to add it
  2. Submit patches to each of the following tools such that they can handle the new section.
  3. Wait for all those patches to be merged.

  4. Submit a bug against ftp.debian.org requesting the new section.
