Just because the software is not currently in Debian does not mean that it cannot be used on Debian, and it could be included, should a developer choose to include it. If I was a developer, I would include it. Anyway there is a lot of stuff on this wiki that is not included in Debian, but does work with Debian (eg games, nvidia proprietary drivers, etc.) The same argument could be applied to these. The OSS sound core may be extremely useful to audio professionals, and should be included, especially since it is GPL.
Mark,
Regarding OSS, This wiki is a semi-official resource for Debian. We want to show best practice, by showing the example. Compiling and installing software locally isn't a good practice (because the files aren't managed by APT).
If you are interested in packaging OSS, you can do it ( see mentors.debian.net).
