Yes, Debian is being translated into Dutch as well.
The Dutch (and the Belgians of course!) have copied some guidelines for coordinating translations from the French list, and it's now available as L10n/Coordination.
We use the mailing list debian-l10n-dutch@lists.debian.org for coordination and discussion.
