A control panel allows the customers of a web hosting company to manage much of their own affairs. For example, the control panel allows the owner of a domain to create and manipulate email and ftp accounts.

The two big non free control panals are cpanel and plesk.

You might also look at virtualmin if you want your users to have a decent little web based configuration panel. I'l looking at it now for my little server. It's a debian package also.
