Plugins/filters not packaged for Debian can be found at http://registry.gimp.org/. Follow usual precautions when working with unverified software. Almost every plugin you download will come as a package - zip, rar, tar.gz, tar.bz2... - extract this archive to ~/.gimp-2.8/plug-ins
