The 3.5 transition will not start until the first transition has reached Etch. The c2->c2a transition in Etch needs to happen all at once. Until this is ready to happen, Etch will not receive any KDE package updates. As usual, it is hard to estimate when either of those transitions will happen. Highly experimental packages for part of KDE 3.5 were uploaded to the alioth pkg-kde repository.
