This document is a reference manual for everyone working on Debian development, whether new or old to the project.
This manual describes procedures and resources for Debian maintainers. It describes how to handle our bug tracking system, the mailing lists, how to become a project member, our upload procedures, translations, etc.

Introduction
Debian Developer (DD) is our name for a Debian project member. A Debian Developer has many rights regarding the Project. One of the core rights is to be able to vote in General Resolutions the project may adopt, and to elect the Debian Project Leader.
Many Debian Developers work on packaging software for Debian, but others contribute to the project's work in many different ways, such as by working as translators, maintaining the websites, maintaining the Debian Infrastructure, etc… All types of contribution are very welcome.
When appplying to become a Debian Developer, one can choose whether or not they wish to have an upload right to the Debian archive. In the case they wish to, they'd have to go through the packaging-related parts of the Debian New Member process.
