This manual describes procedures and resources for Debian maintainers. It describes how to become a new developer, the upload procedure, how to handle our bug tracking system, the mailing lists, Internet servers, etc.
This manual is thought as a reference manual for all Debian developers (newbies and old pros).

Introduction
A Debian developer (DD) is a Debian Project member, who has gone through the Debian New Maintainers process and had their application accepted.
After six month a Debian Developer can decide to become a Application Manager.
Glossary
Vocabulary used in this page :
an Applicant is a Debian Maintainer requesting to become a Debian Developer.
an Application Manager collects informations about his assigned Applicant.
Advocating a Debian Developer
A Debian Developer should only advocate a Debian Maintainer if they are familiar with the candidate's existing work in Debian and believe it to be of a suitable standard both technically and socially.

Why do you advocate this person? (please provide a 5-10 line summary). You are encouraged to take questions such as the following into account but you're not limited to answering these: - How have they contributed to Debian already? - What do they intend to do for Debian in the future? - How do they interact with others, such as users and other developers?

Steps required to become a Debian Developer
step 1 : Application
First read read the Applicant's Checklist and the application page.
Before applying to the Debian New Maintainers process :
you should have been a Debian Maintainer for six months (see the Applicant's Checklist and the Identification page).
You have read the developer documentation.
You have an Advocate.
- Be sure to have enough free time.
step 2 : Work with the Application Manager
- Once your application has been accepted you must wait for an Application Manager's assignement. He will
control your knowledge of Debian. (see Philosophy and Procedures)
control the work you have done for Debian. (see Tasks and Skills)
write an AM report for you on http://lists.debian.org/debian-newmaint (see recommendation)
step 3 : Account creation
Then you will have to wait for
the creation of the account
