IRCIRC channels are registered to the DebConf groups, any of these people can get ops from ?ChanServ and perform moderation tasks on the channel.
JitsiAnybody can create a Jitsi call. All participants in the Jitsi call are moderators. In scheduled sessions, the talkmeister should act as the primary moderator. If an unruly participant tries to take over a session, anybody should be able to remove them. If necessary, sysadmins can intervene. Hosted on Video Team infrastructure.
