The CI team uses usertags to track bugs that are related to the autopkgtests that run on https://ci.debian.net.

We use the following usertags:
- breaks: Causes failure in other package(s)
- regression: Succeeded in the past but new version fails
- needs-update: Package should be updated for changed behavior
- flaky: Flaky test unsuitable for regression testing
- issue: anything not yet further categorized
- timeout: test times out on ci.d.n
